This was another song that sounded very good when Tim demoed it, but finally turned out fairly poor. It sounds lethargic and there are too many voices at the end. The theme of the song I took up
several times in subsequent songs. It's a criticism of introspection, which leads nowhere, and a plea for action, even on an individual level.

While I have no idea who "him" is referring to specifically, it's obviously some sort of politician.  Perhaps Malcolm meant to leave it open to a general interpretation.

The sound bite at the end was also used by McCarthy-worshippers the Manic Street Preachers as an intro to the 1991 Heavenly mix of their track Spectators of Suicide.  There, we get a little more of what the speaker is saying:
