Malcolm:

At the time we wrote this, there was a lot of football hooliganism by English football fans. They were carrying abroad the same nationalistic attitude of the British Army. The only difference is that the authorities were ashamed of the hooligans, but proud of the soldiers.

The Union Jack is of course the British flag.

The last verse sounds seems to shift into some sort of soccer match or something.  I haven't a clue who Kevin is, but the frogs could be the French.
